The ASEAN Disaster Resilience Outlook (ADRO) publication has benefitted ASEAN, as well as the global audience as it provides documentation of the best practices and key concepts for enhancing regional disaster management. ADRO captures the discussions during SPDDM which has been held annually since 2015. The ADRO also bring about renewed prospect for regional collaboration and actions on disaster management.
Brief History of Project
The project seeks to create a regionally recognised one-time publication to consolidate the best and innovative practices, concepts and ideas presented and discussed by policy makers, practitioners and researchers from the ASEAN Strategic Policy Dialogue on Disaster Management (SPDDM) held annually in Singapore since 2015. This publication will serve as a mid-term review of the ASEAN Vision 2025 on Disaster Management and surface new and emerging challenges and risks posed by the changing humanitarian landscape for ASEAN beyond 2025.
This initiative is part of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025, Priority Programme 5, Global Leadership, sub-priority 2. Sharing of Regional Knowledge and Experiences to Demonstrate Global Leadership in Disaster Management, outcome 5.2.1 Expanded and consistent Global Thought Leadership and Engagement of ASEAN, which will contribute to the realisation of ASEAN’s goal to become a global leader in disaster management by 2025, as expressed in the ASEAN Vision 2025 on Disaster Management.
The estimated duration of the project is 7 months and it will be led by Singapore as the incumbent Chair on ASEAN Committee on Disaster Management (ACDM) and Co-chair of the ACDM Working Group on Global Leadership (WG on GL), with support from the ASEAN Secretariat. This project will be implemented by a reputable academic institution, which will be engaged as the knowledge partner of the SPDDM. The publication will be launched during 9th ASEAN Ministerial Meeting on Disaster Management (AMMDM) in October 2021 to signify ASEAN’s commitment in the development of disaster management resilience and capacities in the region to manifest ASEAN’s global leadership.
Objectives of the Project:
To publish the “ASEAN Disaster Resilience Outlook” to mark the achievements since the launch of the ASEAN Vision 2025 on Disaster Management and SPDDM. The publication also aims to conduct a mid-term review and surface new and emerging challenges and risks posed by the changing humanitarian landscape for ASEAN beyond 2025.
Project's Achievements / Outcomes
- The publication titled “ASEAN Disaster Resilience Outlook” is developed and launched by October 2021 through a suitable platform.
- Consultative meetings with consultants and knowledge partners who are familiar with the themes discussed at SPDDM.
- Appointed academic institution to submit drafts and updates on project progress on a bi-monthly basis.
